Scholarship to the US: When should one find a scholarship?

Looking for a scholarship to the US is a hard work, however, getting one is much much much harder!
To win a scholarship is not as simple as a to pass a test. I know that my daughter will have to be able to answer the most important question by the one who give away the scholarship: why do I give this scholarship to you, but not to others?
We have to consider many things, from the amount of the scholarship (can I afford to live and learn with this scholarship during the course in the US?), to the time, the environment of the school... to other important things such as, can I be the best candidate of this scholarship to compare with others students?
Any one who would want to win a scholarship must be prepared. Not only learning ability, A+'s surely stand for a good learning later on, but the giver would like more than that. If not, the process would be very simple that every candidate just have to apply for an online test or exercise, isn't it?
Even the parents would have to prepare to guide their beloved children to do the right things to adapt themselves for the requirement. Financial, for example, would be very important. Some fathers told me that they have to present their earning to the giver. This will have an important impact on the chance for their children to win the scholarship.
The preparation may be a very long time. The student would be very good at learning in a specific major, English must be counted also. Social activities are preferred for some schools, so the student should be an athletic star in some cases!
Ten years... My older friends told me that they have prepared for almost ten years before applying to any scholarship application.
We are the follower who can learn a lot from the right and wrong from the older ones, however the early the better, to make sure that our children can have time to correct any mistake in the application.
